The Organisation
NSW Treasury is the NSW Government’s principal whole-of-government financial and economic adviser.
Treasury provides advice to inform budget decision-making; manages the State’s principal financial assets and liabilities; monitors the performance of its commercial agencies; advises on performance and financial management policies; and supports the development of policy advice and implementation of programs focused on energy, climate-change mitigation and adaptation, and the transformation to a new low-cost, clean-energy economy.

About the Team
The Economic Strategy Division (ESD) is responsible for advising and promoting sound economic policy in order to enhance the economic performance and welfare of NSW. This includes pursuing productivity enhancing measures and microeconomic reforms.
Within ESD, the Centre for Evidence and Evaluation (CEE) was established to help the NSW Government implement evidence-informed policy and for advising and promoting sound economic policy to enhance the welfare of the people of NSW. It does this by advising on the application of economic approaches to public investment; providing economic analysis; developing and administering pre-and post-evaluation policy; providing expert advice and guidance to NSW Government agencies; and building evaluation capacity across the NSW Government. This includes administering key policies that comprise the investment framework for Government including the NSW Business Case Guidelines, the NSW Government Guide to Cost Benefit Analysis and the Guide to Program Evaluation.
Primary purpose of the role
Contribute to the overall work of this highly collaborative team by assisting and leading in the assessment of proposals and evaluations, maintaining and updating policy standards and incorporating emerging evidence. This role liaises extensively with other areas within Treasury, government agencies and external stakeholders.
Key accountabilities
- Application of a good working knowledge of economic concepts, with knowledge of CBA and evaluation highly regarded
- Support the delivery of key projects and/or processes through scoping, planning and risk mitigation
- Undertake high quality qualitative and/or quantitative analysis to support development of sound economic policy within NSW
- Prepare presentations, briefings, correspondence, reports and other content
- Manage internal and external stakeholder engagement and consultation
- Undertake other assignments as directed including leading and/or participating in cross divisional/agency teams
- Represent Treasury or the branch in internal and external forums and engage with key stakeholders, including senior executive staff, influencing outcomes through effective communication
- Support and contribute to the broader goals of the Branch, Division, Group and Treasury.

- Dealing with complexity, uncertainty and, at times, incomplete or imperfect information;
- Delivering results that have the support of key stakeholders and meet corporate, public policy and financial management objectives;

Essential requirements
- Knowledge of and/or professional experience in economics, evaluation or cost benefit analysis. Relevant tertiary qualifications are highly regarded, but not essential if knowledge / experience can otherwise be demonstrated.
- Professional experience in providing policy advice and/or economic analysis in a data-driven environment with strong customer focus.
- The ability to work across diverse policy issues to support economic and/or policy advice, with familiarity and experience in at least one of the following areas:
- Policy development and analysis
- Economics
- Econometrics / Forecasting
- Evaluation
- Cost-Benefit Analysis

Decision making
Economic analysts/economists operate with some level of autonomy within the parameters of agreed work assignments in negotiation with the branch director. They are expected to make day-to-day decisions relating to work priorities and workload management, for themselves. They are accountable for the quality, integrity and accuracy of content of advice provided.

Essential requirements
